No, and the distinction is worth getting right before you shop. Pebble Beach is the best-known part of Del Monte Forest, but it is not a separate town. There is no Pebble Beach city hall, no mayor, and no city council. Del Monte Forest is unincorporated, which means land use, permits, and planning all run through Monterey County rather than a local municipal government.
In practice, people use “Pebble Beach” as shorthand for the whole area and as the name of the resort destination within it. When you see a listing marketed as Pebble Beach, it almost always sits inside Del Monte Forest. The mailing address and the resort brand are Pebble Beach; the governing geography is Del Monte Forest.
This is a thin, high-dollar market where a handful of sales move the averages hard. Del Monte Forest, along with Carmel-by-the-Sea, is the most expensive area in Monterey County. Prices swing sharply from one snapshot to the next because so few homes trade in any given month.
The numbers show the volatility plainly. Redfin reported a Del Monte Forest median list price near $1.35M in September 2025, then a median sale price around $2.1M in November 2025, which it described as down 44.1% year over year. For the Pebble Beach subset specifically, aggregators showed a median near $4.47M in late 2025 and about $4.54M by April 2026. At the top of the market, an ocean-view estate at 1522 Riata Road sold for $18.1M in 2025, reported by The Real Deal in August 2025 as one of the region’s priciest sales of the year.
Treat every median you see here with skepticism. When only a few dozen homes sell a year, one oceanfront trade can pull the citywide figure up or down by seven figures. The honest read is a range: entry into the Forest can start in the low seven figures for a modest interior lot, while golf-frontage and oceanfront estates run well into the eight figures. The tournament calendar puts the Forest on television every year. The AT&T Pebble Beach Pro-Am is typically played in February across Pebble Beach Golf Links and Spyglass Hill Golf Course. In August, the Pebble Beach Concours d’Elegance brings one of the world’s most prominent classic-car showcases to the same grounds. For an owner, that means two windows a year of heavy activity and heavy demand for the area, which is something to weigh if you value quiet over spectacle, or if you plan to rent the home around those events.

The Pebble Beach Community Services District (PBCSD) provides services to the area, including supplemental law enforcement. The Del Monte Forest Property Owners (DMFPO) is a voluntary association that represents owners’ interests with the county, the PBCSD, and the Pebble Beach Company.
Road maintenance has a specific paper trail worth knowing. DMFPO’s role as a primary overseer of the road system is set out in the 1984 Del Monte Forest Area Land Use Plan Agreement between the Pebble Beach Company and the Monterey County Board of Supervisors. That said, DMFPO is explicit that it has no statutory authority to govern traffic, law enforcement, or roads. Conservation of open space runs through the Del Monte Forest Conservancy, a 501(c)(3) that manages over 700 acres of native habitat, trails, and forest.
The takeaway for a buyer: your ownership sits inside a web of private roads, a services district, a property-owners association, and a land-use agreement with the county. It is stable and well established, but it is not the same as buying inside an incorporated city, and it is worth understanding before you close.
Stevenson School, also known as Robert Louis Stevenson School, is the only school located in Del Monte Forest. It is a private, coeducational school founded in 1952; its high school campus is in Pebble Beach and its PK-8 campus sits in an unincorporated area of neighboring Carmel. The school takes its name from the Scottish author who spent time on the Monterey Peninsula in the 1870s.
For public schooling, Pacific Grove Unified School District serves the city of Pacific Grove and portions of Pebble Beach. Because attendance areas do not follow the Forest’s boundaries neatly, the public assignment for a given home depends on its exact location. The forest that gives the area its character is also a wildfire consideration you should price in. CAL FIRE released updated Fire Hazard Severity Zone maps in March 2025, categorizing properties as Moderate, High, or Very High based on terrain, vegetation, fire history, and climate. Densely wooded parts of the Monterey Peninsula, including sections of Pebble Beach, can fall into the higher-risk categories.
The ecology explains why. Monterey pine is a fire-adapted species: its serotinous cones are built to open under heat, so the forest evolved with periodic fire on a return interval of roughly 11 to 20 years. That does not make any individual home unsafe, but it does mean insurers scrutinize the area, and coverage on the Monterey Peninsula has become harder to secure and more expensive in recent years.
